We have used our authority under section 1899(i)(3) of the Act to establish the Shared Savings Program's two-sided payment model (see for example, 80 FR 32771 and 32772, and 83 FR 67834 through 67841) and to mitigate shared losses owed by ACOs affected by extreme and uncontrollable circumstances during PY 2017 and subsequent performance years (82 FR 60916 and 60917, 83 FR 59974 through 59977), among other uses of this authority described elsewhere in this proposed rule
For example, 312 municipalities prohibited smoking on beaches and 1,497 prohibited smoking in parks as of July 2017
Nicotine and its preparations in concentrations of 10% or more are designated as poisons under the Poisonous and Deleterious Substances Control Act in Japan.[xvii] Even lower concentrations of nicotine are regulated under the Pharmaceutical and Medical Device Act, and vaping devices themselves are subject to the same Act.[xviii] This means they require approval before they can be manufactured and sold, but to date, no nicotine liquids or vaping devices have been approved for sale in Japan
